Fire hazard season-2022: the APPM proposes to introduce at the state level a standard of three-hour availability for large tenants of forest plots

All leased forest plots of the Arkhangelsk Pulp and Paper Mill, JSC are fully prepared for the fire hazard season-2022. In accordance with the established requirements the company has created points for the concentration of firefighting equipment and the necessary emergency reserve of fuel and lubricant materials. Besides, on the territory of the plant in the city of Novodvinsk, Arkhangelsk region firefighting teams were formed from professional firefighters who had been trained under the training program for forest fire extinguishing managers.

The Arkhangelsk Pulp and Paper Mill offers a number of proposals for improving the regulatory framework for preparing to extinguish forest fires. In particular, to harmonize the requirements of Order №161 of the Ministry of Natural Resources of Russia, Appendix №2 of the lease agreement for a forest plot and the clause of the forest development project regarding timber harvesting, in terms of calculating standards based on forest land categories.

Secondly, large tenants of forest plots with the area over 500 thousand hectares should consider the possibility of introducing a so-called standard of three-hour availability: to place the fire equipment concentration points so that they could cover the needs of several lease agreement and, at the same time, ensure promptness of forest fire extinguishing.

Thirdly, to expand the current version of Order №161 of the Ministry of Natural Resources of Russia regarding the technics which could be used for ensuring preparation for fire hazard season.

“Reasonable sufficiency, carefully thought-out logistics for the delivery of fire-fighting equipment directly to the fires can ensure promptness in extinguishing forest fires,” the APPM stressed. “At the same time, this will ensure reducing the burden on tenants of forest plots in terms of channeling funds for heavy equipment, which is now extremely expensive.”
