Notification of Incident from Arkhangelsk PPM, JSC

Arkhangelsk Pulp and Paper Mill, JSC* informs interested parties about an incident in one of the leased forest plots. During the comprehensive monitoring of Arkhangelsk PPM, JSC on November 25, 2019 timber harvesting was discovered in the quarter 198 of the Gorkovsky district forestry in the Vyisky forestry of the Arkhangelsk region (hereinafter - the quarter 198 of Gorkovsky district forestry)

Forest management in this forest quarter of forest plots was transferred to Verkhnetoemsky LPKh, LLC by a sublease agreement.

At the same time, timber harvesting in the 198th quarter of the Gorkovsky district forestry should not have been planned and performed, since this forest plot is included to the Dvinsko-Pinezhsky State Natural Reserve of regional importance.

Arkhangelsk PPM, JSC informs that it has demanded the sub-tenant of the forest plots - Verkhnetoemsky LPKh, LLC- to stop harvesting timber in the quarter 198 of the Gorkovsky district forestry in the Vyisky forestry immediately, and to immediately withdraw forest declarations for all allotments in the quarter 198 of the Gorkovsky district forestry in the Vyisky forestry. In the shortest possible time, the Company together with the local office of the Natural Resources Ministry and the Timber Industry Complex of the Arkhangelsk Region - the Verkhnetoemsky separate forestry office- shall conduct an inspection of the harvesting areas.

At the same time, Arkhangelsk PPM, JSC demanded Verkhnetoyemsky LPkh, LLC to provide information on the total volume of logged wood in the square 198 of the Gorkovsky district forestry in the Vyisky forestry, and to ensure separate storage of the wood logged in the quarter 198 of the Gorkovsky district forestry of the Vyisky forestry, as well as to promptly provide its explanations upon logging in the quarter 198 of the Gorkovsky district forestry.

In addition, Arkhangelsk PPM,JSC applied to the Natural Resources Ministry and Forestry Complex of the Arkhangelsk Region with a request to make an assessment of logging operations in the quarter 198 of the Gorkovsky district forestry, to inspect the harvesting areas, and to calculate the damage caused to the forests.

Also, Arkhangelsk Pulp and Paper Mill, JSC applied to law enforcement authorities to check the circumstances of timber harvesting in the quarter 198 of the Gorkovsky district forestry.

Director of FSC® Russia Nikolai Shmatkov said: “It is important that Arkhangelsk PPM independently discovered a violation and appealed to FSC® of Russia and non-governmental organizations. There is a mistake, but it is important that such incidents do not happen again. The company needs to develop and implement an appropriate system for this. “

Arkhangelsk Pulp and Paper Mill, JSC assures that after a thorough analysis of the incident, it will inform about the planned measures to resolve the incident and prevent similar incidents in the future.
